| PUBLIC NOTICE is hereby given that Proposals will be received by the Board of Fire Commissioners of the East Clinton Fire District, Town of Clinton, New York. The East Clinton Fire District invites construction management firms or individual construction managers to submit proposals to perform construction management services for an upcoming capital project. PURPOSE In accordance with General Municipal Law and Local Finance Law of the State of New York and the Purchase Policy of the East Clinton Fire District is seeking proposals from qualified vendors with significant experience interested in providing Construction Management (“CM”) Services as described in this document. The Contract terms shall be for a period of (2) years or upon final completion of the East Clinton Fire House to be constructed adjacent to the existing East Clinton Fire House, with an entrance and access on the Salt Point Turnpike based upon certain plans and drawings by District Architect firm Liscum, McCormack, VanVoorhis as well as completion of all Construction Manager duties, responsibilities, obligations on such terms and conditions as may be mutually agreeable to the parties, and more particularly described herein. Additional documents that describe the scope of the work that the Fire District and its consultants anticipate will be involved in the process may be obtained by contacting Carol Mackin, Secretary of the East Clinton Fire District. The tentative scope of work for this project will include construction management services for the excavation & grading, site work and construction of a Fire House Building and parking lot. Ultimately, the CM will be part of the Architectural/Engineering team acting as a representative of the District who can oversee the construction and installation of all build components, and manage the different trades during construction, leading to a project that is delivered on time and on budget.
The scope of work for this project shall not exceed $6.0 MILLION DOLLARS. The minimum qualifications that will be considered by the District as a basis for selection of a construction manager are as follows:
1. Responding firms must have a minimum of five years of experience providing professional construction management services as described in the RFP. 2 Firm’s experience as a construction manager should include the last five projects in New York. Only firms that meet or exceed the above minimum selection criteria set forth by the District will be seriously considered. The selected CM firm shall not bid or perform any of the trade construction work.
CM SERVICES OUTLINE
For contract purposes, the District anticipates using the AIA Document C132 - 2009 contract for construction management services. This document is to be used as a guide for defining services to be provided by the Construction Manager. The following is an outline of those services, it is not meant to be all-inclusive.
Preconstruction Phase • Bid Packaging and Procurement Strategy • Document review • Estimate preparation • Master scheduling • Value engineering • Cash flow analysis • Construction logistics planning • Phased construction planning • Procurement Construction Phase • Provide full-time field coordination with on-site presence • Manage all construction contractors in the field • Cost estimating • Construction scheduling • Manage shop drawing and submittal process • Conduct all progress meetings • Prepare monthly status reports to the District • Review the safety programs of the trade contractors and ensure established safety practices and OSHA standards are followed • Track and review permits and approvals • Coordinate all close out documentation • Change order review and consultation with District • Independent evaluation and tracking of contractor performance

The respondent’s proposal shall include the following: a. Title page showing the proposal is for construction management services; the firm’s name, name, address, and telephone number of a contact person, and the date of the proposal.
